On : 2.9.0.0.0 version, MICC Transfer to TSC

ACTUAL BEHAVIOR

System includes double quotes around a comma as part of the text.

After applying <Patch 32021595>, the system now accepts a comma in the description field after enclosing within double quotes. However, the system also considers the double quotes as part of the text which is incorrect. The system should ignore double quotes and only consider the text within the double quotes.
