Symptoms

While upgrading the the Argus db (8.1.1.1 to 8.2.1) using p30304450_82000_Generic following the error was encountered.

ORA-01031: insufficient privileges
 [Failed SQL: GRANT EXECUTE ON SYS.DBMS_SQL TO ARGUS_APP WITH GRANT OPTION].
