Data Element Field Is Populated When Previewing Record in the BP Log but Shows Blank When Opening the Record

In a Business Process (BP) desgin, there is a Data Element which is a required field when the record is created. The Data Element is a Pull-Down field with multiple Data Set values.
In some cases, the record has a blank value in the data element field when opening the record. However, when previewing the record from the BP log, the Data Element field has a value populated.
Since the Data Element is a required field when creating the record, the field gets populated with a value. The field should stay populated throughout the workflow.
The issue can be reproduced at will with the following steps:
- Login as user who has access to the Shell / BP / Record
- Open the BP Log
- Select the Record in question to preview it in the BP log
- Observe the Data Element field has a value populated
- Open the record and observe the same field is blank
