Dm_vertex Is Starting With Shared Library Error (Doc ID 2752736.1)

Goal

While Billing and Revenue Management (BRM) 12.0PS3 is certified with 19c Oracle Database, Vertex Sales Tax Q (STQ) 4.0.6 is not certified with 19c by the Vertex team and hence they do not recommed it to be used with 19c database.This poses a challenge to the customers who are upgrading from BRM 7.5 to 12.0 PS3 and also having integration to Vertex STQ 4.0.6 for taxation calculation.

dm_vertex.pinlog error:

Steps to reproduce error scenarios:
1. Install BRM 12 Patchset 3.
2. Install STQ 4.0.6
3. Start dm_vertex process.
