Unable To Edit Detail Form Content Or Add Line Items When Record Is At Workflow Step Where "Allow Add/Copy/Group line items" And "Allow Modify Line Items" Are Checked In the BP Setup

A Business Process (BP) has been configured with a workflow such that the record can be sent back to a Review step when the Detail Form field is not equal to certain value. The Upper Form in use has "Allow Add/Copy/Group line items" and "Allow Modify Line Items" checked in the BP Setup.
Yet there are new BP records at the Review step where the Detail Form cannot be updated, and the "Add" button is missing so that they cannot add new line items.
When the BP record is sent back to the Review step, the Detail form should be editable and new lines should be able to be added.
The issue can be reproduced at will with the following steps:
- Log into the Unifier environment as a user who is currently assigned to the BP workflow step.
- Navigate to Project/Shell where the BP has been setup > BP Upper node > Specific BP > Open BP record at Review step.
- Note that the BP record is at the "Review" step, where it was expected that the user would be able to add or modify line items, but there are no options to modify or add line items.
