On : 2.7.0.3.0 version,

Performing start/stop actions on Large Account results in transaction time out

This issue highlights an observation when performing a stop service of a Large Account which has 1,079 active SA's tied to the Account ID.
The action taken from the Start/Stop page seems to have to perform a large amount of work to stop the SA and then sync over the stop to the Usage Subscription.

Notes:
- After the application works for several minutes, a transaction timeout is encountered
