Data Filter Does Not Appear in the Drop Down List of the Conditional Assumption

Symptoms
On FTP 8.1 version, when attempting to use a Conditional Assumption and map Data Filter, the filter is not listed in the drop down.
Expect to be able to select a Data Filter in the drop down on Conditional Assumption.
Steps to Replicate:
1. Created a data filter on instrument table using a user defined column.
2. Try to map the filter on Conditional Assumption, the filter is not there.
3. Try to select the filter in Transfer Pricing and able to see the filter.
