Goal

On Oracle Communications Network Charging and Control (NCC) and Oracle Communications Convergent Charging Controller (OC3C), the industry standard abbreviation for a record of the event detail type is EDR (Event Detail Record).

An EDR is created on Voucher Commit / Revoke, but not for a voucher reservation (invoked in a control plan containing VCHR Feature Node)

EDRs on Voucher Reservation seems required for statistical reasons, for example reconciliation reservation attempts without actual Commit (or Revoke).
