User Can Create Multil-level Recursion BOM Even with SmartRule "Allow BOM Multi-Level Recursion" Set to "Disallow" (Doc ID 2755544.1)

Symptoms

Actual Behavior

User can create multil-level recursion BOM even with the SmartRule "Allow BOM Multi-Level Recursion" set to "Disallow"

Expected Behavior

User cannot create multil-level recursion BOM if the SmartRule "Allow BOM Multi-Level Recursion" is set to "Disallow"

Steps

The issue can be reproduced at will with the following steps:
1. Log into Java Client as admin user, go to Admin tab > System Settings > SmartRules, and make sure "Allow BOM Multi-Level Recursion" is set to "Disallow"
2. Log into Web Client, and create part P01
3. Go to BOM tab, and add part P02
4. Open part P02, go to BOM tab, and add part P01. See the part gets added without any error
