How To Cross-check Sub-balances Between ECE and BRM (Doc ID 2756015.1)

Goal

An user has several cases of sub-balances created in Elastic Charging Engine (ECE) but not synchronized to Billing and Revenue Management (BRM).

How can one safely query the ECE cache for balances on a production system?
There seems no way to estimate the amount of data returned by the query to know what could be the number of affected account.
And, coherence was crashing on returning big data sets (e.g. for a query like "select * from ... " ), one needs a safe way to run the query.

What is the expected behavior of ECE rating engine for Rating Period with zero impact value, will it create a sub-balance in ECE cache?
e.g. a RatingPeriod with impactAmount=UnitValue{quantity=0.00000, unit=Occ}.
