Curve Not Continuous Error Not Thrown When Start Date Reads Are Missing

The error is not raised if there is a gap at the start of the new meter device:

Test Data Setup:
The SP start the meter exchange from 10AM and finished at 1pm. So, we have setup the Installation Event like below.
SP1: Meter 1 Removal Date Time 20-02-2016 10:00
SP2: Meter 2 Install Date Time 20-02-2016 10:00. And on the Meter 2, the Device Configuration Effective Date and Actual Effective Date are set to 20-02-2016 10:00 and 20-02-2016 13:00 correspondingly.
Then, we prepared IMDs for just the period 20-02-2016 00:00 to 10:00 for Meter 1 and 20-02-2016 13:00 to 21-02-2016 00:00 for Meter 2. Gaps period is from 10:00 to 13:00.
