Symptoms

After service transfer, discount purchase is failing

Scenario
1. Create customer A with service A and create customer B
2. Transfer the service A from customer A to customer B
3. Purchase the cycle discount - with future date.
4. Call pcm_op_subscription_set_discountinfo to set the cycle start dates

Expected :pcm_op_subscription_set_discountinfo should be success and discount is applied

Actual : pcm_op_subscription_set_discountinfo is failing with following error
