Implement Dock Date Is In The Past For Manually Generated Planned Orders

Goal
When we create a new planned order manually in the workbench, and the item has post processing lead time
AND the user creates new line with New Date = Sysdate, then the Implement Dock Date is in the past. (New Date could be any Date that will offset the Dock Date into the past depending on Post processing lead time
This does not allow the resulting Requisition process to go through the Purchasing RFQ (Request for Quote) cycle.
When the ASCP unconstrained plan is run and creates a new planned order on Sysdate, the Implement Dock date is same as Suggested Due Date and this avoids the dock date in the past and RFQ cycle can be executed.
Why is this happening and how can we avoid this issue?
