Cannot Make Payment in Billing Care

Goal
One user was trying to make a payment with Billing Care and failed with the following error:
Error "The amount exceeds your authorized limit" is encountered in the User Interface(UI) screen when Cash payment is done in Billing Care. See attached screenshot for the error. The Billing Care user logged in via Single Sign On (SSO) and has Business Analyst role.
Steps to re-create:
1) Login to Billing Care via SSO
2) Open billing account
3) Make cash payment (error message encountered)
After the above steps, the user has loaded the new system-jazn-data.xml file with updated Max limit values based on the document, but the restrictions are still not updated.

Steps to re-create:
1. Update system-jazn-data.xml (see attached system-jazn-data.xml_updated)
2. cd ~/Middleware_12c/12.2.1.3/oracle_common/common/bin/
3. Run migrateSecurityStore to load system-jazn-data.xml
4. Restart oracle unified directory(OUD), Oracle Access Manager(OAM), and Billing Care
5. RESULT: Restrictions still not updated. (i.e. 'Maximum Payment Amount" is updated to 9999999 in system-jazn-data.xml but observed that max payment is still at $50.)
