Cycle Count Log Does Not Record All Cycle Counting Efforts (Doc ID 2758294.1)

On RWMS 16.0.2 version, Cycle Count Log is not recording all cycle counting efforts

Steps to Reproduce:
1. Manual Mark a Reserve location that is empty.
2. Go into the cycle count function and enter the location and press tab (cursor will be in container-id field).
3. Hit F8.
4. Hit F4.
5. Note the cycle count log is not updated.
