Plan Transition Error on BRM 12.0.0.3.x (Doc ID 2758900.1)

Symptoms

On environment upgraded to Billing and Revenue Management(BRM) 12.0.0.3.0, after installing Patch 31848465 (Interim Patch - 3 to deliver BRM Server features on top of RMS 12.0 Patch Set-3), new account is created and purchased a package/plan having no "terms".

When executing PCM_OP_BILL_TRANSITION_PLAN opcode to switch to a different plan, in the same day when account was created, the following error is logged in cm.pinlog
