Application Hangs Indefinitely After Clicking on a Connection Design > CLR/DLR Design Assignment Block of "Unknown" (Doc ID 2760234.1)

When a user clicks on a Connection Design > CLR/DLR Design assignment block of "Unknown", the application hangs indefinitely and the tbs.exe process consumes between 25% to 35%. The problem manifests itself when the assignment block clicked on by the user has a corresponding NULL ASAP.DLR_CIRCUIT_DESIGN_LINE.BLOCK_IND value in the database. These blocks are displayed as a type of "Unknown" although it should be noted that records with a BLOCK_IND of 'OLD' are also displayed as a type of "Unknown", but the application does not hang when they are selected by a user.
