SMS UI Won't Start After Solaris Upgrade From 11.3 to 11.4 (Doc ID 2760597.1)

Symptoms

After an upgrade for Operating System (OS) on Network Charging and Control (NCC) application from Solaris 11.3 to Solaris 11.4 version, any attempts to access the screens (UI) (http://<HOSTNAME>/sms.jnlp) results in an HTTP 400 Internal Server Error response.
