Scalar Calculation from Interval VEE Rule Fails for Required Measurement Percentage even with Complete Reads on Interval MC (Doc ID 2760725.1)

Symptoms

Scalar Calculation from Interval VEE Rule Returns Exception regarding Required Measurement Percentage even with a complete span of Measurements on the Interval Measuring Component.

The Required Interval Percentage is set to 100% for the Scalar Calculation from Interval VEE rule. There are complete reads in the Interval MC but when the rule attempts to estimate the Scalar Measurements the rule returns an exception and reports that it is due to a Measurement Percentage less than 100%.

"Related MC (<IMD_ID>) has less measurement data percentage (96.769464%) than the required Measurement Percentage (100%)"


EXPECTED BEHAVIOR
-----------------------
It is expected that scalar can be estimated from interval when 100% interval is present and required, even if the scalar boundaries don't fall exactly on interval boundaries.
