ACTUAL BEHAVIOR
---------------
When attempting to cancel a purchase order having action as none from SPWA, a popup with the message 'Cannot release a record with action as 'None'' comes up and doesn't allow release of such order.
The same works from forms.
EXPECTED BEHAVIOR
-----------------------
Expect that the user should be able to cancel a PO with action as none even from SPWA.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Attempt to release a PO record having action as None.
3. See the above behaviour.
