Voucher Creation Hangs if Batch Size Exceeds 100 Vouchers

Symptoms
On Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), when creating voucher batches that contain over 100 vouchers, the screens report a failure and the ccsVoucher_* process gets stuck in an infinite loop.
This issue doesn't present itself when the voucher batch is under 100 vouchers or if debug is enabled for the ccsVoucher_* process.
