Bill Segment Proration Not Working For Certain Scenarios After Upgraded to RMB v2.9.0.0.0 (Doc ID 2762011.1)

Symptoms

On RMB v2.9.0.0.0, After upgrade, we find Bill segment proration not working for certain scenarios.

ACTUAL BEHAVIOR
-----------------------------
After upgrade we find that Bill segment is not getting prorated properly when creating bill from the Recurring billable charge.

Take existing subscriber who has Active policy and term back them back to any previous date except for last day of month to simulate the proration scenario.
In this case we terminated the policy back to 12/14/2020, so the Recurring billable charge is correctly end dated with same Termination date and corresponding bill segments are cancelled where the bill seg end date > Policy term date.
Do a manual Bill Add and you will see that the Bill segment (period 12/1/20 - 12/14/20) is created with amount for full month whereas it should have been prorated for 14 days.

EXPECTED BEHAVIOR

Bill Segment should be created prorated as per the billed period, not for whole month.

BUSINESS IMPACT

The issue has the following business impact:
This is a huge issue for us since it is not only creating a Billing issue but also resulting in a number of calls to our Customer service department.
