SA Creation Algorithm fires twice when starting Service

The problem occurs when attempting to start an SA. After clicking the start button (from the Start SA Confirmation screen) the SA creation algorithm will fire. The user will then see a warning dialog stating that the billing address source for Start/Stop is Person, giving them the option to click the OK or the Cancel button. By the time the warning dialog has displayed, the SA creation algorithm has already fired once and ran to completion. Actions such as creating a to-do, customer contact, or modifying a customer's account information are processed but are rolled back. Any actions, such as calling the F1-EmailService business service result in the email being sent. This has all happened before the user has clicked either the OK or Cancel button to the warning dialog. If the user clicks the "Cancel" button nothing else happens, the warning dialog disappears. If the user clicks the "OK" button the SA creation algorithm is fired again, running the program to completion, but this time any changes made are committed.
