ECM 808 - Case Search By Tax ID Doesn't Appear To Work

ECM 808 - case search by tax ID

in ECM 808 we have an option to search for cases by tax_identifier.
I looked for a case in kdd_case_customers where we have a customer with a tax ID, but I cannot find these cases when I search by the case's customer's tax id.
example:
case_id = CA5454
cust_intrl_id = XXCUDEVPGPRODUTAC-0400
tax_id = XXTXDPGPUAC-0400
bus_dmn_list_tx = a
Steps to Reproduce Problem
--------------------------
go to case search, more search options.
use entity type tax_identifier, and entity ID use a tax identifier for which
you know a customer has a case. Then click on search.
select * from kdd_case_customers where cust_intrl_id = '#CUST_INTRL_ID' and
tax_id ='#TAXID';
