Promotions With Exclusions/Exceptions Show A Different Behaviour In Terms Of Approval (Doc ID 2763830.1)

When creating Promotion Exclusions/Exceptions, RPM doesn't allow to create an excl/excp to an approved Promotion detail. It will allow to create the excl/excp only when the Promotion detail is on worksheet status.
However, if the Promotion detail and its excl/excp are created at the same time, and the user approves first the Promotion detail, he/she can leave the
screen with the excl/excp remaining on worksheet status. Afterwards, the user will be able to Approve the excl/excp.

Also, the promotional information published by RIB is different when there is a single approval or multiple approvals of the same Promotion Detail plus

- Single Approval: Excluded items don't appear in the Main Promotion;
- Multiple Approval: Excluded items appear in the Main Promotion when it's approved and later when the exclusions are approved, the MOD message related to the Main Promotion shows those items as promotional for a period of time.
