Discrepancies Are Not Sent To Inform From Validation Check (Doc ID 2764096.1)

Symptoms

When a validation check runs for a particular data model, the discrepancies created are not going to InForm and the tag name is blank instead of showing "sent to inform".

In the VC log the following could be seen for the discrepancies that did not get a tag:

(new discrepancy ID = <discrepancy_id>)
enqueueInFormDisc: Enqueuing discrepancy <discrepancy_id> for SEND to remote system(0) state OPEN.
lGetWSLObjID: Error fetching (external) webservice loc for model <model ID> (ORA-01403: no data found)
Discrepancy could not be queued to external system -4- ID:<discrepancy_id>

It was also seen that when attempting to view the lineage for the column with the discrepancy that the lineage did not go all the way back to the InForm data model.
