OFSAA ALM 8.1.0.1.0 - ESIC Batch Process Not Executing and Exits Immediately

Symptoms
In an upgraded OFSAA 8.1.0.1.0 integrated environment (ALM, PFT/FTP), ALM Esic batch process not executing.
When running an ESIC job the batch monitor says that the job is completing successfully, however, it is exiting immediately (1 sec) and no processing is taking place. There are also no engine logs generated.
In the legacy environment(ALM 8.0.7) this job is taking couple of minutes to run, and produces lots of logs.
Observation: Running same process directly in Command line is getting executed correctly and logs get generated.
