Goal

SGG on the OSB side seems to be processing each file twice.
This happens when there are multiple OSB managed servers in the environment.

A file in the polling directory gets picked up by OSB (node 1) and it also gets picked up by OSB (node 2)

This results in the contents of each file being duplicated in the JMS Messages that are processed to create Initial Measurement Data and/or Device Events.

How can this duplicate processing be avoided?
