Duplicate Files processed on Oracle Utilities Smart Grid Gateway via Oracle Service Bus (OSB) even though HAFileAdapter is Configured (Doc ID 2764245.1)

Goal

Duplicate file processing occurs if using the FileAdapter when multiple OSB managed servers are used and the requirement is to use HAFileAdapter to resolve that issue.  In this case HAFileAdapter has already been configured for this.  In this case the file is processed twice (once on each server) occasionally. Not every file dropped is processed twice.  

For example, a file name SGG_FILE.xml with three IMDs in it (IMD_A, IMD_B, and IMD_C).

Normal processing would result in three Initial Measurement Data records, all with the same filename in the IMD_EXT_ID field of D1_INIT_MSRMT_DATA
Each time the file goes through the SGG code on OSB, the file name is stamped with a timestamp.

SGG_FILE.xml becomes
SGG_FILE.xml-2021-02-08-13-54-39-454

If this issue happened
SGG_FILE.xml-2021-02-08-13-54-39-454 might be the result of processing on OSB (Node 1)
SGG_FILE.xml-2021-02-08-13-54-40-243 might be the result of processing on OSB (Node 2)

This would result in six Initial Measurement Data records, three with the same filename from Node 1 in the IMD_EXT_ID field of D1_INIT_MSRMT_DATA and three others with the filename from Node 2 in IMD_EXT field of D1_INIT_MSRMT_DATA.

For this issue you would get a mix of some files processing normally and some files exhibiting this issue.
