Allocation Stops Abruptly When a Large Number of Leaf Members Are Selected in Hierarchy Filter (Doc ID 2764485.1)

Symptoms

On 8.0.7.4.0 version, Static Driver Allocation Rule using Product Hierarchy Filter with large members in source fails. If product hierarchy is removed, allocation is successful.
Below error is shown when running the allocation via the command line.

Error:

Running allocations with: 200393, 0, ofspft, 20140625, 0.

Steps:
1. Ran a Static Driver Allocation with Product Hierarchy Filter using Last Descendants of.
2. Process Failed but no error found in FSI_MESSAGE_LOG
3. Removed the Product Hierarchy Filter, Allocation Rule run is successful.
