Symptoms
On : CCB 2.7.0.3.0 version, Framework
Unable to create read for New Device using Create FA IMD if No Read Taken = Y for Existing Device.
For an meter exchange field activity, field crew may not be able to obtain read for existing device due to issues such as a broken meter. Upon completing the field activity, field crew would choose "Y" for No Read Taken under existing device details, while choosing "N" for No Read Taken under new device details with read details.
With this scenario, we are expecting that the existing meter being removed from SP, new meter being installed on the SP, while readings are created for the new meter but not for the existing meter. However, the Create FA IMD Completion Event is Discarded and does not create a read for the new device.
Actual Result

device. Existing meter is removed from SP. New meter is installed on the SP.
Expected Result
--------------------
Existing meter is removed from SP. New meter is installed on the SP. Read is created for the new meter; read is not created for the existing meter.
Steps:
---------
1. Create a Field Activity of ERSCF - Electric Meter Reset - Cut Flat Field Task Type.
2. Complete the Field Activity by creating Inbound Communication, with read for new meter, and no read for existing meter.
