E-mail Alert Recipients Disappear after a Package Import

Information in this document applies to any platform.
The e-mail alert recipients disappear after the alert was imported via the packager. This consistently happens for explicit e-mail addresses and admin role as recipients.
Recipients should not be removed.
The issue can be reproduced at will with the following steps:
1. Import package
2. Note issue
