User Can Not Change Password when DataBase is Remote

In Oracle Communications Convergent Charging Controller (OC3C) and Oracle Communications Network Charging and Control (NCC) there is an issue when the Database server is installed on a remote server and not locally.
When a user is trying to change it's password (Operator Functions -> Change Password), it is not able to. Problem appears only in environment with database for Service Management System (SMS) installed on separate server.
