CCB Sync Request Remains in Awaiting Acknowledgement Status when the MDM Sync Request is in Synchronized Status

In the Oracle Utilities Customer Care and Billing (CCB) - Oracle Utilities Meter Data Management (MDM) Integration, the CCB sync request stays in Awaiting Acknowledgement status even though the MDM sync request is successful and in Synchronized State.
MDM has sent a response to CCB indicating that the Sync was successful but CCB never transitions to the next status.
This doesn't happen for every sync transaction. Often both sync messages will complete, but there are some percentage (5%-10% that remain in Awaiting Acknoledgement on the CCB side.
