Missing PLMN Stops Pipeline (Doc ID 2765164.1)

Goal

User is processing a transferred Account Procedure (TAP) file (CDTGOTLCYP0500869), but have not configured this operator (TGOTL) in the sequences (SEQ_GEN_RAPOUT and SEQ_CHECK_TAPIN) in Pipeline Configuration Center (PCC). This causes the pipeline to stop, as it can be seen in the processROAMING.log file as below
