R3 XML Import Can Not Be Accepted - Error In Creating The Difference Report (Doc ID 2765952.1)

Goal

Dropped the file in IN folder.
Tried to Accept from ICSR Pending screen
Get the error message:

Un-expected error occurred. Error in creating the Difference report. Please contact System Administrator.

With SQLTime enables I see this:
