Optional DAP Response Tags Overwriting Valid Profiles with NULL when Not Returned or Set

Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communication Convergent Charging Controller (OC3C or 3C), when a Data Access Pack (DAP) operation contains optional response parameters which are not returned by the Application Service Provider (ASP), DAP will overwrite the target profile tag with NULL.
This will causes data loss of whatever the original stored value was.
While this may be desirable as a method of setting a target profile tag to NULL, it may also be desirable to assume no changes to the target profile tag if the Simple Object Access Protocol (SOAP) eXtensible Markup Language (XML) tag is not set or returned.
