On : 2.3.0.0.0 version, MICC Transfer to TSC

Aggregation skips processing if first Measuring Component set in Aggregation Group is Manual

Aggregation skips processing if first Measuring Component set in Aggregation Group is Manual.

As mentioned in the summary, this is replicated by doing the following:
- Set first MC set in Aggregation Group to Manual
- Attempt Aggregation

Current workaround is to set first MC set to automatic in order to proceed. However, this should not be skipping even if it is set to manual.
