FLISR is creating PDOs on the non-scada device if the loss of voltage is detected on a feeder
This is a part of FLISR voltage loss functionality. However, it should check if the feeder is disabled for FLISR. Currently, it checks for FLISR disabled feeders after creating a PDO on the non-scada device and doesn’t proceed further with solution generation if that feeder is FLISR disabled.
It should actually check the FLISR disabled feeders before creating a PDO and should not create one.
