ALM Minimum Rate for Implied Forward Method in Forecast Rates Not Working (Doc ID 2769422.1)

On ALM 8.0.4, it appears that the Minimum Rate setting in the Forecast Rates rules when using Implied Forward method is not working.

If the Minimum rates are set to -99, the results do not look correct. Same test is done with Minimum Rates set to 2 and output from FSI_INTEREST_RATES_AUDIT shows interest rates < 2.

The issue can be reproduced at will with the following steps:
1. Create a Forecast Rates rule using Implied Forward forecast and set Minimum Rate = 2
2. Run the ALM process with Audit on for the same IRC
3. Check the generated Forecast Rates in the FSI_INTEREST_RATES_AUDIT
