Symptoms

After upgraded the FMW 12.2.1.3 to 12.2.1.4 using KM 2696416.1
Upgrade Oracle Fusion Middleware (FMW) from 12.2.1.3 to 12.2.1.4 For Agile Product Lifecycle Management (PLM) 9.3.6 RUP 13 (9.3.6.13) or Later

Both the admin and managed servers are able to start, however customer is seeing the following error message in both the Admin and Managed server logs:
