Symptoms

Download, prepare, filter job from watchlist management fails while user downloads the files manually from the HMT and EU sites.

 Steps to reproduce :

Step 1 : Download the world Check files manually from the WC site.

Step 2 : Place it in <OEDQHOME>/LandingArea/ Folder and provide read write permissions to the files.

Step 3 : Run Download,prepare,filter Job from Watchlist Management Project from EDQ
