Alerts Widget Does Not Automatically Refresh

ACTUAL BEHAVIOR

Alerts System refresh date is not updating automatically in the Workspace Alerts Widget. When attempting to refresh alerts manually, the user receives the message: "Alerts refresh is currently running. Do you wish to restart the process now?" After clicking "Yes", nothing happens.
EXPECTED BEHAVIOR
-----------------------
Alerts should refresh automatically based off of the parameter in the Primavera Administrator. Users should be able to complete the refresh manually as well.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Log in to Contract Management and notice the refresh date is not current date
- Right click on All Projects top folder in the project tree, select Define Alerts
- Click on Refresh Alerts, click yes in the popup
- Receive the message "Alerts refresh is currently running. Do you wish to restart the process now?"
- Click on Yes and nothing happens.
