Business Area Install Fails With ORA-01403: No Data Found (Doc ID 2770331.1)

Symptoms

A Business Area install fails with ORA-01403: no data found. This occurs in the install log during the point where it is generating the scripts for PRREFs.
Just before the error, there will be a message saying: Generating the Source Target Operator View statement for the mapping <mapping ID>.

This mapping is the one that is failing.
