IO Plan does not respect Fixed Order Quantity

While using Inventory Optimization for safety stock calculation. Order modifier Fixed Order Quantity is not respected.

In Oracle Inventory Optimization Users Guide ( https://docs.oracle.com/cd/E26401_01/doc.122/e48774.pdf ) manual it says:
If Fixed Order Quantity is defined for an item, then the system ignores the Minimum Order Quantity(MOQ) and Fixed Lot Multiple(FLM) order modifiers and sets the Order Quantity to Fixed Order Quantity:
- Order Quantity = FOQ

If there is no FOQ, then the system calculates the order quantity based on the item's demand with respect to MIN and FLM:
- A NULL value for MIN is considered as zero.
- A NULL value for FLM is considered as 1.

Please advice how to get those order modifiers to work in IO Plan.
