Membership Start Date Change Does Not Update Oracle Revenue Management and Billing (ORMB) Membership (Doc ID 2770601.1)

Symptoms

On RMB v2.9.0.0.0, Membership start date change does not update ORMB membership.

Membership is created and later start date is changed along with all effective dates in json.

The following error occurs in bill group derivation:
 
'Unable to fetch data from BILL_LVL_1 field'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Group, Pricing and Membership.
2. Now update membership (Subscriber) with date 12-15-2020.

The Request is in Pending status, and the error is in the Inbound Message Log.
The Audit event entry for the membership add for update is roll backed.
