PFT Screens Fail to Open After Upgrade to OFSAA 8.1.0.1

Symptoms
After upgrading to OFSAA Infrastructure 8.1.0.1, the PFT screens are not opening. For example, if you select "Allocation Specification", the screen is blank and details do not load.
You tried clearing the web browser cache but you still have the same issue.
Additionally, the following error exists in the web server's pftapp.log:

[03-12-20 16:47:56,422 GMT PM] [DEBUG] [WEB] Path of file-->::null/WEB-INF/props/pfttransactions.xml
[03-12-20 16:47:56,422 GMT PM] [DEBUG] [WEB] errorss in xml file/<WebsphereDir>/null/WEB-INF/props/pfttransactions.xml (No such file or directory)
You expect the screens to load after the upgrade.
