Issue While Starting Weblogic Admin Server When DB Server Turn On Firewall (Doc ID 2772271.1)

When attempting to start admin server with Database Server's  windows firewall  turned on
the following error occurs.

Error Code: 17002
at org.eclipse.persistence.exceptions.DatabaseException.sqlException(
at org.eclipse.persistence.exceptions.DatabaseException.sqlException(
at org.eclipse.persistence.sessions.DefaultConnector.connect(
at org.eclipse.persistence.sessions.DatasourceLogin.connectToDatasource(
at org.eclipse.persistence.internal.sessions.DatabaseSessionImpl.setOrDetectDatasource(

Caused By: java.sql.SQLRecoverableException: IO Error: Unknown host specified
at oracle.jdbc.driver.T4CConnection.logon(
at oracle.jdbc.driver.PhysicalConnection.connect(
at oracle.jdbc.driver.T4CDriverExtension.getConnection(

The issue can be reproduced at will with the following steps:
1. Turn on Database Server's  windows firewall
2. Open port 1521
3. Start Admin server
4. Error comes up
