FLISR Disable condition not working in Study mode when placed from a switch sheet

Feature added allow FLISR to disable control tool condition for Study mode to be able to execute FLISR switch plans in study mode. This is done through control tool configuration. When this is placed from Control tool, it works most of the time but sometimes, we have seen issues with Viewer refresh where Viewer doesn't show the Condition symbol. This issue is more prominent when users try to complete FLISR disable step from a switch sheet. The switch sheets step shows completed but viewer doesn't show the condition being placed on the device in study mode session.


Steps to Reproduce:
1. Create a planned switch sheet
2. Open a study session and record FLISR disable from Control tool
3. Reset the switch sheet to real time
4. Try to execute the FLISR_DISABLE step from switch sheet in study mode
5. Observe the step being completed in the switch sheet but no condition being placed in the viewer
