Invalid Parallel Reconstructs

Information in this document applies to any platform.
Reconstruct goes on to do reconstruct when it did not need to.
If a second reconstruct is started on a user/folder that is already being reconstructed, the second one detects there is a problem, then hangs waiting for the lock held by the first one.
As the first one finally finishes. The second one acquires the lock and proceeds to do the reconstruct which is no longer necessary.
